In what ways can we make sure the people with power are morally good people?

It seems to me that power does not corrupt all people, instead, it corrupts the people who are bad. How can we make sure that the people with power are morally good people? Morally good people will actually be anti-corrupt, getting rid of the corruption of the bad people.
