Fish Tank Air Stone Problems?

We recently purchased a new fish tank with an air stone. When we take the lid off of the tank, however, there is a blue residue (the air stone is blue) directly above the pump. Now it looks as if this blue powdery stuff is on our fish. How do we prevent this and is it harmful for the fish? Do we need to add more/less water (the water now is slightly over the pump)...
