I have a question about face makeup?

I have blonde hair blue eyes with freckles and pale skin...well my skin isnt very pale but light. I dont know what kind of face makeup would be best for me since im not tan. Ive tried the powder mixed with liquid and it makes my face look white and powdery. I notice alot of girls have perfect face makeup and I dont have any scars or acne. i just want to start changing my appearance. What kind of shade and which kind? Any advice?
