White powdery stuff between groin and thigh?

A little bit ago, id say a week, I noticed this stuff between my thigh(s) and groin area....its powderyish but I can roll the majority of it up Into a little conglomerate thingy....im almost 14 and have never had sex or done anything bad wit my man parts even....what is it?
