Will a "tea" of boiled rhubarb leaves sprayed on plants kill powdery fungi?

I read somewhere that boiling rhubarb leaves and using the liquid sprayed on bushes and plants will kill the white powder fungi. Will spraying this liquid be toxic to birds? Anyone have any other solutions?
